- Implement MEAL policies and develop quality assurance processes:
- Maintain a robust MEAL system for the project(s), in accordance with DRC minimum standards and procedures
- Ensure that the project(s) adhere to DRC Monitoring, Evaluation and Learning Minimum Operational Procedures.
- Coordinate and provide oversight of all aspects of the Monitoring & Evaluation processes for the project(s).
- Conduct periodic activity monitoring and site visits to the field to monitor data collection/implementation.
- Monitoring, Evaluation & Learning:
- Ensure monitoring schedules, data collection targets, and reporting deadlines are adhered to.
- Develop and continuously improve standardised data collection tools that will allow the collection and compilation of data for the outputs/outcomes of the project(s), in collaboration with and in respect of guidance from donors and consortium partners.
- Coordinate data collection related to program activities in accordance with the M&E plan, including the use of various monitoring and assessment tools, such as surveys, focus group discussions, interviews, and pre- and post-training questionnaires.
- Verify, clean and analyse data collected by DRC and partners, and create ad-hoc and contractual reports and data visualisations.
- Ensure the project(s) evaluation is carried out according to donor requirements and DRC evaluation policy. Facilitate end-of-project learning event(s) to capture best practices and lessons learned. Ensure these learnings are shared and accessible for future programming references.
- Review and validate consortium partners' data for quarterly, annual and final reports.
- Partnering:
- Ensure partner capacities are assessed, and realistic MEAL expectations are factored into the project(s) (measurement methods, deliverables/reporting, etc.).
- Support partners with tools and systems required for them to comply with donor and DRC MEAL technical requirements/standards.
- Carry out regular monitoring and quality checks to ensure partners are adopting the required standards for AAP, MEAL, and GDPR.
- Conduct specific capacity-building activities to ensure partners build the necessary tools and capacities to comply with donor and DRC MEAL technical requirements/standards.
- Before project closure, ensure that partners complete all MEAL requirements for the projects (all measurements, data collection), ensure all data sources are complete and accurate, all relevant data for the project (indicators and MEAL) are transferred to DRC, and any supporting means of verification are also turned over to DRC.
- Accountability Towards Affected Populations:
- Support the implementation and operation of DRC's beneficiaries' feedback and complaints mechanism for and throughout DRC Tunisia projects.
- Ensure that programme activities are compliant with DRC accountability framework and principles.
- Support the mainstreaming of the Core Humanitarian Standard (CHS) on accountability.
- Conduct specific capacity-building activities to ensure partners build the necessary tools and capacities to comply with donor and DRC AAP requirements/standards.
- To be successful in this role, we expect you to have a Minimum of 3 years of relevant work experience in monitoring, evaluation, accountability and learning of humanitarian and development programmes.
- Experience working with International NGO's, UN agencies, line ministries and/or local authorities in migrants/refugee settings and/or emergencies.
- Proven experience in effectively working with a variety of donors' requirements, including ECHO, EU, DFAT, GIZ, OFDA and UN agencies.
- Experience in capacity building of partners and program staff.
- Strong understanding of monitoring, evaluation, accountability and learning principles and processes, including database management, reporting, etc.
- Demonstrated understanding of Core Humanitarian Standards (CHS) and ability to apply accountability and ethical standards in everyday work.
- Advanced skills in design, implementation and quality assurance throughout the data collection process and specifically software, such as Kobo Toolbox, ODK, CommCare and others as relevant.
- Very good skills in analysis frameworks, with data analysis for quantitative and qualitative data and communicating evidence.
- Good skills in supporting organisational learning in programmes.
- Demonstrated ability to work and deliver under pressure, within budget and time constraints, and to manage team priorities.
- Excellent skill in MS Word, Excel, PowerPoint and Office 365.
- Ability to inspire and apply critical thinking in everyday work; promote and contribute with constructive critique.
- Demonstrated experience and motivation to learn on the job and advance in the role.
- Very good verbal and written communication skills, ability to adjust communication to various stakeholders and audiences.
- Full professional proficiency in English, fluency in written and spoken Arabic.
- Knowledge of ArcGIS/QGIS, NVivo (or other qualitative analysis software)
- Fluency in written and spoken French
- Experience of working in insecure environments and of security management; when relevant.
- Experience in developing/ guiding information management systems for large humanitarian programs, as relevant.
- Experience in statistical software, SPSS, R and visualisation tools such as PowerBi.
