Project BackgroundThe project “Destination Emploi” seeks to strengthen socio-economic integration in Tunisia by addressing the skill gaps in responsible and sustainable tourism. One critical area of intervention is empowering young people and vulnerable groups to pursue self-employment and entrepreneurial opportunities in the tourism sector. This involves identifying existing skill gaps and designing targeted training and support programs to enhance their entrepreneurial capabilities and foster innovation. ObjectiveThe objective of this assignment is as follows:
  • Design a strategic and evidence-based contribution to the Virtual Accelerator Programme by analysing labour market demands and skills gaps among micro and small businesses (MSMEs) in the sustainable tourism sector. The assignment will ensure that the training and coaching components of the accelerator are grounded in:
o Identifying capacity gaps among MSMEs and young entrepreneurs in the responsible and sustainable tourism sector.o To assess and demonstrate, within the framework of the assignment, the extent to which targeted skills development improves business performance, facilitates market access, and contributes to the environmental and social sustainability of tourism enterprises in Tunisia.o Analyze skill mismatches and operational challenges faced by tourism promoters. o Identify priority training themes and capacity-building needs.o Evaluate the impact of skill development interventions on sustainable tourism enterprise growth and job creation. Scope of WorkThe selected expert(s) will be responsible for the following key areas: * Labor Market & Skills Gap Analysiso Synthesize the studies conducted on the skills gap analysis.o Assess core technical, digital, environmental, and managerial competencies needed for eco responsible tourism ventures. * Skills Gap Among Sustainable Tourism Promoterso Identify critical weaknesses in operational capacity, innovation readiness, and sustainability practices among local tourism entrepreneurs based on previous studies. * Mapping of Trends & Business Modelso Analyse emerging market trends, business models and technologies in responsible tourism. o Evaluate implications for required skill sets in Tunisia's tourism economy. * Competency Framework & Training Prioritizationo Develop a competency framework based on the findings.o Define a prioritized training and capacity-building matrix, to inform accelerator curriculum design.o Design a Capacity Building Program tailored to MSME readiness levels. * Training Impact Assessment Designo Establish criteria and methodology to measure the impact of the training and coaching provided through the accelerator.o Emphasise best practices in:
  • Responsible resource management
  • Cultural and natural heritage promotion
  • Inclusion of local communities
  • Evaluation of Accelerator Outcomes
o Business performanceo Market access (e.g., visibility, partnerships, digital presence)o Environmental and social impact (e.g., local sourcing, energy use, inclusion) * Strategic Recommendationso Produce evidence-based recommendations for:
  • Adjustments in the accelerator program
  • Broader policy alignment
  • Long-term sustainability of MSME support in tourism
Duration of Work
  • 12 months
DeliverablesThe selected expert(s) should submit the below Deliverables:o Labour Market & Skill Gap Analysis Summary: Mapping of tourism MSME needs, institutional and private training gaps, disaggregated by region and sub-sector.o Competency Framework: Functional matrix of required competencies (technical, managerial, green, digital) aligned with market demands.o Prioritized Training Plan: Structured training and coaching themes with implementation pathways tailored to the MSME profile.o Capacity Building Programme Design: Strategic roadmap including delivery modalities, sequencing.o Training Impact Assessment Framework: Tools and indicators to evaluate learning outcomes, behavioural change, and business transformation.o Strategic Recommendations Brief: Actionable recommendations including pathways for scaling and institutionalisation. Qualifications Required
  • Advanced degree in Tourism Development, Labor Economics, Sustainable Business, or a related field.
  • At least 5 years of experience in skills development, MSME support, or labor market analysis.
  • Proven track record in designing and evaluating training program or accelerators in tourism or similar sectors.
  • In-depth knowledge of sustainable/responsible tourism practices and ecosystems.
  • Experience in participatory assessment, competency framework design, and impact projection.
  • Excellent analytical, report writing, and communication skills.
  • Knowledge of the Tunisian tourism industry and labor market dynamics is an asset.
  • Fluency in French and Arabic; proficiency in English is desirable.
