Deadline for applications: 5 March 2024CONTEXTDescription of Protect, Systems for Enabling EnvironmentThe “EU system for an enabling environment for civil society - Flexible Support Mechanism” project (SEE) is a Euro 21 million program for six years founded by the European Commission in the framework of the EU System for an Enabling Environment (SEE) for Civil Society. It aims at improving civil society partners' capacity and ability to detect and respond to situations of a deteriorating enabling environment, as well as strengthening positive developments.The Program will establish a Flexible Support Mechanism with Financial Support to Third Parties to respond to the need for flexible and timely financial support for civil society in situations changing enabling environment. Different typologies of funding will be available to Civil Society Actors (CSAs) in the 86 EU SEE countries across four regions worldwide (MENA, Sub-Saharan Africa, Americas and The Caribbean, Southern Neighbourhood). The project includes a Linking and Learning component as a key component of the action for building solidarity and a continued source of learning to support civil society actors' efforts in jointly defend civic space and strengthen the enabling environment, the action's L&L strategy will be co-developed with CSAs.OBJECTIVE OF THE POSITIONThe Grant Coordinator provides leadership in the assigned grant-funding modalities and ensures high quality contracting and grants administration. The role includes overseeing the assigned grants contracting process, coordinating tracking and monitoring of grant data and metrics; and ensuring grantee compliance and support within the entire grant process. The Grant Coordinator shall act as an expert of SEE for all aspects of the grant making process including all grant administration policies, systems, and documentation to ensure compliance, incorporate best practices, and ensure excellent controls.The Grant Coordinator is a member of the Program Management Unit (PMU) of the SEE program. The Grant Coordinator will work closely with the other Oxfam SEE grant coordinator as well as the grant coordinators of the other Consortium.KEY RESPONSIBILITIES * Develop and update grantmaking guidelines and processes;
  • Oversee and guide both pre- and post-contracting activity for SEE;
  • Ensure effective post contract grant management including collection and assessment of reports, follow up and communication with grantees; ensure scheduled payments to grantees, and liaising with grant officer to ensure seamless grantee management and communication;
  • Ensure grant administration policies and processes are responsive to SEE needs, and adapted as needed;
  • Identify, track and resolve compliance issues related to donor and SEE contractual obligations and standards;
  • Oversee and maintain systems to track grant metrics in line with SEE reporting requirements;
  • Carry out grant portfolio reporting, monitoring and evaluation;
  • Carry out grants and financial data reconciliation and preparation for reports, audits and other SEE reporting as needed;
  • Administer SEE policies and procedures in accordance with country and organizational guidelines;
  • Supervise and support PMU colleagues in carrying out grant program and accountability assessments;
WHO ARE WE LOOKING FOR?
  • At least 5 years of experience with large scale grant management;
  • Knowledge of grant funding policies and procedures and applicable country/ national regulations;
  • Knowledge of and affinity with civil society strengthening, social inclusion, lobby & advocacy;
  • Academic background (MA level) or similar in international business administration or fund management;
  • Administrative project management skills and ability to make administrative/procedural decisions and judgments;
  • Ability to analyze budgetary line items for compliance with budget guidelines;
  • Excellent ICT skills (Microsoft Office and platform database);
  • Organizing and coordinating skills; ability to perform complex tasks and to prioritize multiple tasks and responsibilities;
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a multicultural environment both orally and in writing;
  • Excellent written and verbal English; other languages like Arabic or French desirable.
