To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector, civil society organizations, bar associations, legal aid organizations and lawyers, among others.The candidate will be overseeing operational and administrative functions for ABA ROLI's offices in Libya and Tunisia. The individual will work in a team environment, coordinating with multiple stakeholders and headquarters staff to ensure successful implementation of all program activities.Position OverviewABA ROLI seeks a dedicated Operations Manager (OM) to oversee Tunisia and Libya office operations, administrative procedures, compliance requirements, and human resources management. The OM leads all administrative and operational activities, coordinates closely with the program and finance teams, and is responsible for office management. H/she coordinates closely with all staff members (programmatic, finance, and operations) to oversee procurement and contracting, office management, human resources, and logistics for activities in compliance with donor and ABA ROLI policies.Responsibilities
  • Lead all administrative and operational activities with an Operations team to support the Chief of Party with the overall office and administrative management, program implementation, compliance, and human resources;
  • Draft and/or oversee procurement processes, contracts (consultant, employment, vendor) and subgrant agreements, program reporting, and financial compliance with donor and ABA ROLI regulations;
  • In partnership with the Chief of Party, manage and coordinate all human resources matters - including performance management, recruitment of long- and short-term staff, leave tracking, staff dynamics and complaints, etc. - in adherence to local labor laws and ABA ROLI policies. Maintain personnel files for the offices;
  • Work closely with the Field Finance Manager(s) and field finance officer(s) to ensure that payments under the contracts and other agreements are performed in line with donor, ABA ROLI rules and applicable local laws;
  • Coordinate with program teams to ensure alignment in activity logistics, activity financial and programmatic reporting, office operations, etc.;
  • Liaise with local counsel to update the Local Office Policy Manual (LOPM), employment contracts, and other documents;
  • Prepare and/or oversee administrative reporting required by ABA ROLI registrations in Libya and Tunisia, local labor laws, or other local regulatory requirements;
  • Contribute to administrative reporting, site visits, and audits required by donors;
  • Review and make recommendations for policy and process revisions relevant to operations, compliance, and human resources. In partnership with the Chief of Party, develop or revise strategies, processes, and procedures for improved operations, program, and team management;
  • Coordinate with ABA ROLI headquarters teams - including the program management unit and support teams - on office and compliance matters;
  • Train staff on ABA ROLI policies and processes in matters related to procurement, contracts, human resources, supervision, as well as compliance and reporting;
  • Oversee the Operations team and manage direct reports in both Libya and Tunisia;
  • Any other duties as assigned.
  • Qualifications
  • Bachelor's degree in business, administration, finance, or relevant field;
  • At least seven years of experience supporting donor funded programs in a similar capacity, and a minimum of five as a supervisor;
  • Experience in working with USAID or other U.S. government-funded programs in Tunisia and/or Libya is an advantage;
  • Demonstrated ability to manage multiple priorities and team coordination with minimal supervision;
  • Advance organizational skills and attention to detail are required;
  • Excellent written and oral communication skills;
  • Familiarity with Microsoft products (Excel, Word, SharePoint) and other management technology; and
  • Fluent Arabic, French, and English language required.
